Donation data is the retained live financial dataset. Legacy non-donation rows are owner-classified test data, restricted to Super Admins and WOW Admins, excluded from live totals and decisions, and approved only for controlled deletion after verified backup, restore, exact manifest, staging rollback proof, and named WOW approval. Donation, provider-reconciliation, and audit evidence remains preserved.
